The Climate Migration Council Relaunches as the Carnegie Climate Mobility Network, Housed within the Carnegie Endowment for International Peace
The Climate Migration Council (CMC) is marking the beginning of an exciting new chapter at the Carnegie Endowment for International Peace, where it will be renamed as the Carnegie Climate Mobility Network.
Since its launch in 2022, the Council has grown into a leading coalition advancing human-centered, justice-first approaches to climate displacement. Through its cross-sectoral network of nearly 100 influential global leaders—spanning mayors, heads of state, academics, philanthropists, civil society leaders, and private-sector innovators—this influential group has helped position climate mobility as a central issue in the global adaptation agenda.
Now as the Carnegie Climate Mobility Network, this community enters a new phase of growth. Carnegie, one of the world’s most respected global think tanks, brings international reach, deep policy expertise, independent analysis, and a commitment to building a more peaceful and sustainable world, which will provide an ideal foundation to scale this work, secure long-term impact, and engage global decision-makers more deeply. A refreshed research and convening agenda will be developed, informed by the Council’s pioneering work and achievements.

Over the past three years, with support from Emerson Collective, the former Climate Migration Council launched a powerful body of work that continues to shape climate mobility discourse and policy. This includes:
The Climate Migration Declaration, endorsed by all members and used to advocate for expanded adaptation finance and just migration pathways.
The Climate Mobility Compendium, a comprehensive toolkit for leaders tackling climate-linked displacement.
The Climate Migration Explainer, featured in university syllabi and widely cited by funders and researchers.
The Good Green Jobs and Labor Migration Opportunities for Urban Leaders Report, a policy report exploring the intersection of climate solutions, labor mobility policies and emerging green economies within cities, and a follow up report with an in-depth focus on data.
A Position Statement on Security and Climate Mobility, a statement providing recommendations of action at the nexus of climate security and human mobility.
Six Action Guidelines on Climate Mobility, providing tangible steps through which actors can accelerate solutions on climate mobility.
The global group of leaders has also played a visible role elevating climate mobility discussions at major convenings—COP27, COP28, COP29, Aspen Ideas: Climate, New York Climate Week, London Action Climate Week, and the Cities Summit of the Americas—and has earned coverage in top global media outlets including Bloomberg, BBC, Politico, and Univision.
This strong foundation has created an opportunity to grow—and the timing couldn’t be more urgent. As the impacts of climate change intensify, so does the need for global systems that protect the dignity, safety, and rights of people on the move.
This transition also creates new opportunities for collaboration, visibility, and policy influence. Its convening power and thought leadership will be amplified through Carnegie’s globally respected platform.
As climate change reshapes where people can live across the globe, the Carnegie Climate Mobility Network remains dedicated to supporting people on the move due to climate, as well as helping people to build resilience and adapt to the impacts of the climate crisis. It remains grounded in the founding mission: to advance people-centered climate action.
